Chapman & Dr. Ruth Ann White Scholarship Endowment

Dr Ruth Ann White was a noted counselor, educator, and leader at East Texas State University (ETSU) for many years. She is directly responsible for countless students successfully gaining their degrees.

Les Chapman graduated ETSU in 1978 and went on to serve 21+ years in the United States Air Force. Les was a recipient of the scholarship named for Dr White’s husband, who gave his life in service to this country in the United States Air Force.

Penelope Cotner Chapman graduated ETSU in 1978 and was a military wife. As such she held many positions in many fields ranging from education, banking, and retail. She even taught four years in the Tokyo Metropolitan School Distract. Her largest contribution was to the many military families lives she touched throughout 21+ years associated with the United States Air Force.

ETSU was responsible for the Chapman’s meeting and provided them the degrees and tools to be successful citizens and patriots.
